After a collision between fleeing robbers and trucks carrying toxic waste ignites a massive explosion, a tunnel beneath the Hudson River collapses and seals a handful of commuters inside with toxic fumes and rising water. Former New York City EMS chief Kit Latura, now a taxi driver, risks his life to enter the tunnel and lead the trapped survivors to safety before the structure gives way.
